2023年是共建“一带一路”倡议提出十周年。秉持共商共建共享原则，拉丁美洲和加勒比**积极热烈响应，成为共建“一带一路”倡议不可或缺的重要参与方。随着高质量共建“一带一路”关系走深走实，中拉关系迈入新的发展阶段，为南南合作树立了典范。尤其是“顶层设计”让资源禀赋、经济结构高度互补的中拉“天然合作伙伴”关系发展驶入快车道。在共建“一带一路”倡议的统领下，中拉“五通”合作取得了丰硕的成果，合作红利切实造福彼此社会经济发展和双方的民生福祉，不断满足中拉双方人民对美好生活的共同追求。展望未来，中国与拉美和加勒比**应进一步推动政治互信和战略对接，不断加强契合社会发展需求的互联互通，加快构建绿色经济纽带，努力建设更为开放包容的贸易投资环境，持续深化卫生健康共同体建设，为夯实中拉全面合作伙伴关系、构建中拉命运共同体作出新的更大贡献。
