本书结集《为了人民幸福生活——当代中国人权观的实践和理论探索》《为了更加美好的世界——从人权视角看共建“一带一路”这十年》两个中国人权智库报告。前者从理论和实践相结合的维度，对当代中国人权观的丰富内涵做了深刻阐释，表明中国人权事业发展的实践丰富而多彩、系统而务实，并在不断推进中形成了以“人民”为**、以“发展”为动力、以“幸福”为目标的当代中国人权观，为世界人权事业发展注入新内涵；后者从促进世界人权事业发展的视角大力宣介共建“一带一路”倡议给共建**民众带来实实在在的福祉，揭示倡议对推动构建人类命运共同体的重大意义，阐释了共建“一带一路”所体现的共同发展理念及所取得的实际成果不仅为促进世界人权事业发展进步贡献了中国力量，也为完善全球人权治理贡献了中国智慧。

前 言 习近平总书记指出，人民幸福生活是*大的人权。新中国成立以来，特别是党的十八大以来，以习近平同志为核心的党**把尊重和保障人权作为治国理政的一项重要工作，把马克思主义人权观同中国具体实际相结合、同中华**传统文化相结合，成功走出��一条顺应时代潮流、适合本国国情的人权发展道路。中国奉行以人民为**的人权理念，在发展中保护和促进人权，人权事业取得历史性成就，中国人民的各项基本权利保障水平大幅提升，创造出人类历史上罕见的人权发展奇迹，为世界人权事业发展作出了重大贡献。 2022 年12 月5 日、2023 年12 月7 日，我们先后撰写发布了题为《为了人民幸福生活——当代中国人权观的实践和理论探索》《为了更加美好的世界——从人权视角看共建“一带一路”这十年》的智库报告，前者从理论和实践相结合的维度，对当代中国人权观的丰富内涵做了深刻阐释；后者从促进世界人权事业发展的视角大力宣介共建“一带一路”倡议给共建**民众带来实实在在的福祉，揭示倡议对推动构建人类命运共同体的重大意义。报告发布后，引发国际社会广泛关注，境内外媒体纷纷报道、国外智库争相报道引用，取得了良好反响。 为充分展现中国人权发展道路、理念及成就，我们特结集出版《新时代中国人权的理念与实践》一书。 中国人权发展基金会 新华社**高端智库 2023 年12 月
